Executive Board Meeting Minutes

North Carolina Federation of Cooperative Extension Associations (NCFCEA)
10 a.m. October 26, 2005
Brickhaven Building, Raleigh, NC

Members present: Aggie Rogers, President, Federation; Susan C. Condlin, Vice-President, Federation; Dennis Osborne, Secretary, Federation; James Cochran, Past President, Federation (NCACAA); Lenny Rodgers, President, NCACAA; Ray Harris, President-Elect, NCACAA; Kay Bridges, President, NCAEPAAT; Tovi Lynn Martin, Past President, NCAEPAAT; Dee Furlough, President Elect, NCEAFCS; Crystal Smith, President-Elect, NCAE4-HA; Invited Guests: Dr. Jon Ort and Dr. Joe Zublena, NCCES, NCSU.

President Rogers conducted the meeting in accord with the Agenda. After the Minutes of April 5, 2005 were unanimously accepted the following items were discussed:

The Treasurer’s Report from Janet Mabry was disseminated and is attached as part of these minutes. Discussion as to whether all Associations had paid their $50 dues to the Federation ensued. It was decided to send an official letter to each Association reminding that group of the $50 obligation. The letter is to include the suggestion that if the dues were not paid this year (2005), each Association may wish to budget that expense for 2006.

Janet Mabry supplied a handout of projected 2005 income with $50 dues included. This was balanced against projected 2005 expenses. During discussion of this handout James Cochran noted that the complete treasurer’s report was not before the group. Janet had also emailed the budget to all on October 18. That budget is now in the Secretary’s notebook. A vote on treasurer’s report acceptance was delayed until the Forum, because not all had studied it.

NCEAFCS

Dee Furlough, President, shared the following Association information.
Marilyn Gore, Gaston County Center is serving as the President of the National FCS Association.
FCS has established an endowment and is accepting contributions to it.
Susan Condlin, President announced that December 9. 2005 will be the Federation Forum. It will be at the Lee County Center, beginning at 10 a.m.

NCAEPAAT

Kay Bridges, President, shared following Association information:
Sandra Conner is President-Elect and Tovi Lynn Martin is Past President.
Ninety three members attended the Annual Meeting August 22-24 in Winston- Salem.
The next State Board Meeting is March 27, 2006.
September 11 – 13, 2006 are the dates for the 2006 State Meeting which will be held at a NC beach.
Tovi expressed the membership’s concern that members cannot attend the State Extension Conference. She reported their concern that county funded positions didn’t get pay raises in the recently enacted legislative salary increases, while state funded positions did get increases. She requested a mentoring program be developed for Association members.

NCACAA

Lenny Rogers, President, shared the following Association information:
Ray Harris is President-Elect and is planning the upcoming State Association meeting. The Association has 261 members.
More than 150 members attended State Meeting June 14-16 in Hickory.
One hundred four attended the National Meeting Buffalo, NY, July 18-21.
Fall Board meeting was conducted by conference call on September 23.
Ray Harris expressed thanks to Administration for its hard work in getting salary adjustments at the end of the legislative session.

NCAE4-HA

Crystal Smith, reported for the NC 4-H Association:
Incoming Association Treasurer is Natalie Rountree
Carolyn Langley is running for Southern Regional Director, NAE4-HA
25 persons from NC attended the National Meeting in Seattle
Summer Meeting was held at Atlantic Beach, Aug 17-19.
Winter Professional Meeting to be held Jan 19 -20, 2006 at City Hotel and Bistro in Greenville, NC
State Meeting will be held August 2006 in Pinehurst, NC

NCACES

Dennis Osborne, Federation Secretary reported that this year’s Association Meetings had centered on the topics of the Marketing Initiative and Fee for Service.
A spring fall and a fall meeting were held on campus, chaired by John Rushing. Dennis reported that he would have to resign as Secretary following today’s meeting because of leaving the University.

NCCESA

No Report

Ray Harris’ comments (above) prompted discussion about how the Federation can best express thanks to the Administration and Chancellor for the work that made salary equity increases possible. Ray suggested a presentation be made at the December Forum to Chancellor Oblinger, Dean Wynne and Cooperative Extension Administration in appreciation of their commitment in securing equity funds. If the Chancellor is unable to attend then a delegation representing Federation should visit with the Chancellor in his office and share our appreciation for his support. Aggie appointed Ray Harris, Susan Condlin and herself to serve on a committee to finalize the details

Susan Condlin asked if the Administration would be sending notes of appreciation to local advisory councils for their commitment and assistance in securing salary equity funding. Local advisory members also need to hear from our Administration the official results of the equity funding process.

Joe Zublena suggested that Administration will draft such an expression of gratitude to the Advisory Councils.

Dr’s. Ort and Zublena were welcomed and asked for comments. Dr. Ort reported that three names had been submitted as final candidates for Vice Chancellor for Extension. He discussed the Dole Foods Initiative in some detail and summarized the vision of the Dole project as it had been shared with him. Both Joe and Jon used Dole as an example of a “visible, tangible change in the works” regarding Cooperative Extension in NC. They asked: “How do we change ourselves to be as significant in the future as we have been in the past?” “What are we going to do to tell our (Extension’s) story?”.

Dr. Zublena opined that the function of the Federation was conceived as “…consolidated thought in interest of all the Associations’. This led all present to review what the function of the Forum was and could be. Jon suggested that perhaps the Change Management Initiative could be the topic for a single issue Forum in December. For example, the Forum could address the issue of “How can we strengthen the relationship between Extension and Industry”?

No further business or discussion, motion to adjourn. Meeting adjourned 12:30 p.m.
