The problem you described is voles. Pine voles are mouse-like in appearance. Voles eat flower bulbs, girdle stems of woody plants, and gnaw roots. Trapping or using a rodenticide is the only control for voles. Rodenticides with chlorophacinone (sold as Rozol Rat or Mouse Killer Pellets) are recommended.
