You have described vole damage. Plants wilt rapidly after being gnawed by voles. There are baits on the market for vole control. There are also products available that have stone-like chips in the potting mix that can be incorporated in the native soil to discourage voles. Plants and bulbs can be planted in a fine- mesh to protect the roots from the voles.
