You have described deer damage. Since deer are high jumping it is extremely difficult to keep them out of the garden. One solution is to plant more than you need so you have enough to share. Also keep favorites close to the house where deer are somewhat reluctant to venture. Deer normally will not eat narcissus so plant a border of these bulbs along the perimeter of your garden.
