4-H Scholarship Dollars Policy

A 4-H scholarship account will be maintained to recognize participation and achievement of Forsyth County 4-H members.  Scholarships may be awarded for activities as deemed necessary by the 4-H staff to encourage participation in programs that meet the overall objectives of 4-H youth development.  These may include but are not limited to the following:  Yearly 4-H Projects, Cumulative Records, 4-H Presentations, 4-H Horse Program, other programs that warrant the use of scholarships to reward participation.

 

Listed below are policies to be used by 4-H members to redeem scholarship dollars.

 

1.                  Scholarship dollars are to be kept on the books for three years from the date of issue for individuals. (Scholarship dollars remain on the books for 4-H clubs for the life of the club.)

2.                  When a 4-H member leaves the program, the unused balance in their scholarship account will be reverted to the 4-H general account.

3.                  If a 4-H member leaves the county (becomes a resident of a different county) but remains an active member in the Forsyth County 4-H Program then scholarship dollars may continue to be used for Forsyth County 4-H events or as a representative for the Forsyth County 4-H program. This does not apply to the cost of participating in another county 4-H program.

4.                  When a 4-H member reaches their 19th birthday and is no longer eligible for 4-H competition, they forfeit any balance of their individual scholarship account.  The unused balance will revert to the 4-H general account. 

5.                  Scholarship money may be used to cover registration costs for county, district, state or national 4-H events (workshops, retreats, camps, etc.) and are non-refundable once the registration deadline has passed.

6.                  Scholarship money may also be used for 4-H project supplies (i.e., a camera for a 4-H photography project, fabric for a 4-H sewing project, purchase of an animal for a 4-H livestock project, etc.).  Receipts for the purchase of these items must be submitted to the 4-H office before a check is written to the 4-H member. The item must have been purchased during the past three months and NO OTHER items can be listed on the receipt.

7.         The county requires that an adult complete a vendor registration form in order to be reimbursed for the purchase of an item.  These forms are available at the Extension Center. 

8.         The 4-H office reserves the right to seek clarification as to how the item relates to your 4-H project and to decline payment.

9.                  Generally scholarship money is non-transferable between 4-H members.  In the case of two or more siblings in one family, one may transfer to the other with the specific written, consent of the one relinquishing funds.

8.                  As with any policy there will be special hardship cases involving 4-H’ers and the use of their scholarship dollars.  In these cases the 4-H staff will review each case individually and come to some mutual agreement.
