Development System is competency-based and competencies include technical,
conceptual, and interpersonal knowledge, skills, and observable behaviors.

for their own growth and development in a learner-focused system.
- The organization provides
an environment that supports learning opportunities and growth for all
employees and volunteers.
- Learning is a continuous
and interactive process; individuals enter NCCE with varying levels
of competencies and progress developmentally as long as they are associated
with the organization.
