Residents of small communities are vitally concerned about maintaining and improving the quality of their local environment at reasonable economic cost. In return for these improvements to environmental quality, members of the community can benefit through both improvements in the economic well-being of the community and the overall health of local residents. Local or community based programs to improve environmental quality - particularly water supply and wastewater management programs - can benefit a community.
