FORECAST DISCUSSION: Monday, March 10, 1997 - Steering-level winds remain the same in the upper atmosphere, generally west-to-east with an active southern branch of the jet stream. At the surface, a front is sagging southward through Texas and will stretch from Brownsville westward across N Mexico by Tuesday morning. Easterly flows at the surface will again be the norm throughout Mexico and near Cuba. Rain is expected in NE Mexico by Monday night and there will be some cloudiness at other places along the Mexican E coast. Conditions elsewhere today and Tuesday will be sunny or partly cloudy and warm. The greatest threat of disease development is in the growing regions of eastern Mexico, from the northern half of Veracruz northward into Tamaulipa. TK
