Woodpeckers
Certain woodpeckers are endangered species and have full legal
protection. Other woodpeckers can be controlled by exculsion and
scare devices. Prevent access by using netting. Use frightening
devices such as rubber snakes, pie pans, metal streamers and
other materials that either flash or scare. Fake snakes, hawk
and cat silhouettes are considered ineffective. Bags of suet
attached to trees away from problem area may provide food and
reduce damage.

North Carolina
Law for Wildlife Killed for Depredations. and by federal law.
