The insect you have described is an aphid. Aphids can be ignored
in small numbers. If present in large numbers, or creating sooty
mold, they should be controlled. If ladybugs are present,
they may control the aphid population naturally. Orthene,
Diazinon, Insecticidal soap, Dimethoate or Malathion will control
aphids.
