The problem you have described is probably scale insects on the back of the leaves. For a positive identification submit a sample to the local Cooperative Extension Office. There are numerous scales that live on camellia foliage and cause it to turn yellow. If the scales are discoloring the leaves, they are present in large numbers and need to be controlled. Scales can be controlled with Orthene, Malathion, Insecticidal Soap, Dimethoate or Summer Oil.
