The problem you have described is Camellia Leaf Gall. This gall
looks bad but will not hurt the plant. There is no chemical
control once infestation has occurred. Pruning out the diseased
leaves and shoots will make the plant look better. The amount of
infestation is dependent on environmental conditions. So even if
you do nothing, the disease will not be a problem every year. In
high value landscapes leaf gall may be controlled with ferbam.
Spray just before the new leaves unroll and again ten days later.
