The disease you have described is probably Ciborina petal blight,
also known as Sclerotinia flower blight. In the later stages
this disease can be confused with frost damage or wind damage.
Bayleton sprayed when buds are expanding will reduce this
disease. Bayleton is hard to find in homeowner size packages.
