This instrument is designed to increase members awareness, involvement and leadership skills in the Public Affairs arena. Members are asked to complete one level per year and then move to the next level as criteria are met. Completed forms should be forwarded to the State Public Affairs chair by September 1, 1999. State Chair should forward names completing the Challenge to Janet Johnson, NEAFCS Public Affairs, P.O. Box 355, Scottsville, Kentucky 42164-0355, FAX 502/237-5716 No Later than October 1, 1999. Certificates of completion will be awarded to members at the 1999 NEAFCS Regional meetings.

LEVEL I - Awareness - Please Check Each Criteria Completed

___Develop "30 second" impact statements that can be shared with policy makers

___ Read and development personal understanding of facts associated with local and state public issues.

___ Vote in all elections

___ Attend local community receptions, open houses, town meetings to meet state and /or Federal Legislators

___ Attend local policymaker meetings such as Fiscal Court, County Commission, City Council, School Board, Planning Commission, etc.

___ Learn the names of your state and federal legislators and committee assignments

___ Learn more about long range community issues through review of local comprehensive plans, strategic planning surveys, etc.

___ Add local and state policymakers to Extension newsletters or other program information mailing lists

___ Send marketing brochures, program impacts or fact sheets to local, state and federal policymakers to develop understanding of the Extension Mission

___ Attend sessions, committee hearings or special meetings at the State Legislature

___ Develop understanding of Cooperative Extension Service Funding on the local, state, and federal level

LEVEL II - Involvement - Please Check Each Criteria Completed

___ Share a verbal "30 Second" impact story or issue dialogue with policymaker

___ Develop a better understanding of the current legislative efforts of your university, state extension system or state professional associations

___ Join community organizations to develop relationships with local policymakers ex: Chamber of Commerce Community Leadership Program and Advisory Board, etc.

___ Participate in public policy skills training provided by Extension or other organizations

___ Learn the names and expertise of the staff in your congressional offices and issues of importance to legislators

___ Learn more public affairs skills from an "experienced" co-worker

___ Write a letter to your legislator about an issue of interest and to thank them for votes on issues which strengthen families

___ Subscribe to the NEAFCS Public Policy ListServ from the NEAFCS WEB Page or majordomo@listserv.msue,msu,edu (type "subscribe neafcs pa" in message area)

___ Join your state association public affairs committee

___ Invite legislators and/or staff to participate in Education planning or educational events

___ Encourage clientele to call, write or visit a policymaker's office regarding issues of their concern

LEVEL III - LEADERSHIP - Please Check Each Criteria Completed

___ Organize a meeting with Regional Congressional staff to discuss significant public issues and Extension program impacts

___ Serve on a local issue education committee appointed by policymakers

___ Identify clientele that can inform decision makers about the impacts and outcomes of Extension programs

___ Sponsor educational programs to develop clientele's policy skills

___ Introduce yourself to a federal legislator by calling or visiting their local office with family and consumer science program information specific to current legislation

___ Offer assistance to policymakers by providing research data concerning community issues affecting family and consumers

___ Work with community leaders to organize a forum on a local public affairs issue

___ Organize a legislature response network for area or state association members concerning family and community issues

___ Join and get involved with the NEAFCS Public Affairs committee. Applications are due: Dec. 31

___ Organize or join a local coalition for networking and collaboration with agencies and organizations concerned with family, consumer and community issues

___ Attend the annual JCEP (Joint Council of Extension Professionals) Public Issues/Leadership Development programs to increase involvement in public policy education
