President, Frances Turner, called the meeting to order at 1:00 PM. (See attachment 1)
Parliamentarian, Denise Baker, reported that we would follow the by-laws of our Association and parliamentary procedures. All members were asked to state their name before making a motion, in order to assist secretary in taking minutes.
Clinton McRae provided the invocation for our lunch.
Evelyn DeLoatch welcomed the Board to the Northwest District. "We have planned a wonderful meeting for you to enjoy."
Frances Turner called for the minutes of the 2003 Mid-Year Board Meeting. Clinton McRae made a motion to dispense with the reading of the minutes and accept them as posted to the Web. Rose Massey seconded the motion. Motion passed.
Secretary, Lisa Childers, proceeded with the roll call. The following Officers were present: Frances Turner, Denise Baker, Evelyn DeLoatch, Lisa Childers, Marilyn Gore, Rose Massey, Sandra Head, Agnes Evans, Maurene Rickards, Marilyn Wells, Ann Simmons, Susan Condlin, Clinton McRae, Dianne Gatewood, and Margo Mosley.
Treasurer, Maurene Rickards, presented the financial report. Beginning balance as of 8/26/02 was $644.08. Total income $20,106.64. Money had to be transferred from our savings in order to cover expenses. Total expenses 20,019.36 giving an ending balance of $87.28. The Share Account has and ending balance of $29.62 and the Money Market Account has an ending balance of $11,016.46. The NC Cooperative Extension Foundation Account has a balance of $25,850.42. Evelyn DeLoatch, Brenda Morris, and, Ann Simmons agreed to serve on the Aduit Committee.
Standing Committee Reports
Marilyn Gore, VP Public Affairs, reported the majority of the committee reports
have been posted on the web. Each committee chair was called to give any additional information.
Budget - Maurene Rickards reported $2,332.00 had to be transferred from savings in order to balance the budget. In our last Executive Board meeting, it was recommended dues be increased by $10.00. We need to address the deficit we keep having each year.
Historian - Brenda Morris announced the following changes to the Historian Report: date change to 2003 and title change to "Report" rather than "Plan of Work." All districts turned in a Historian report with the exception of the Southwest district. (See attachment 4)
Nominating - Marilyn Wells presented a list of proposed officers for 2004. All districts have elected district and state officers for 2004. A correction was made under 2004 District Presidents. Susan Morgan will represent the Southeast district and Wanda Hardison will represent the South central district. (See attachment 5)
State Meeting - Ann Simmons reported her committee had two regular meetings and two district meetings. "What you see this week, is a result of our committee's work. A final count of the number registered for the meeting will be given at the end of the state meeting. We currently have 115 registered. This report has been posted on the Web. (See attachment 6)
VP Public Affairs - Marilyn Gore reported that the 2003 Stakeholder Report has been extended to August 22, 2003. Marilyn has additional copies of the form. The numbers responding are a little disappointing. The VP Public Affairs report has been posted on the Web. (See attachment 7)
VP Awards and Recognition - Rose Massey reported the Awards Committee has been very busy. With fewer Agents, we are still doing extraordinary work and people are still completing awards applications. The report has been posted on the web. Rose Massy commented on a few highlights including; we had 39 total awards submitted and seen an increase in team awards. We had nineteen group A awards and twenty group B awards submitted. Twenty-three awards were submitted to National and three were selected as National Winners in the Southern Region. (See attachment 8)
VP Member Resources - Agnes Evans provided a report for the Board to review and make corrections. Several additions were made to the report. (See attachment 9)
VP Professional Development - Sandra Head reported four people have completed advanced degrees. Tanya Wynne received her RD, Rosie Patton and Dee Furlough received a Master Degree, and Sandy Wiggins received a Ph.D. (See attachment 10)
State Life Member Representative - no report given.
Northeast - No report.
Northwest - No report. (See attachment 12)
South Central - Clinton McRae informed the board that the district report was on the Web. (See attachment 13)
Southeast - Dianne Gatewood informed the board that her district had met once and they have two new members. (See attachment 14)
Southwest - Margo Mosley reported her district met twice this year. Their District Director conducted the fall meeting. The district is meeting in small groups in preparation for the state meeting. (See attachment 15)
West - Joanne Cope reported the district had two meetings, one new member, two members retired, three members attended the national meeting, and they have no award recipients this year.
Business:
National Update - Frances Turner announced Marilyn Gore is the Candidate for President Elect of our National Association. We cannot campaign for Marilyn but we can support her.
This year's National Meeting is part of the Galaxy. The meeting will include FCS, 4-H, and Epsilon Sigma Phi. Tuesday night will be state night and all three areas will meet at an announced location.
Federation Report - Evelyn DeLaotch reported the Federation Meeting had to be postponed due to the weather. Frances Turner did attend the meeting. The questions we submitted were given to administration. The responses have been posted on the Web. All questions must be submitted by September 15 in preparation for the next Federation Meeting. District Presidents are to send a notice to their membership asking for concerns. Presidents are to submit the concerns to Frances Turner. The next Federation Meeting is scheduled for December 12. They have been informed FCS has a major training scheduled on that day. They do not plan to change the date. Plan to send a representative, if you cannot attend. The Federation met in Greensboro. Officers were voted and installed over the Web.
Southern Region Workshop - Evelyn DeLoatch reported it was a really good workshop. It's good for the President and President Elect to attend and learn the process. Had the opportunity to learn about other states. Future President Elects are encouraged to attend. The next Southern Regional Workshop will be held in Atlanta Georgia.
Mary Wells Fund - Evelyn DeLoatch reported that Mary Wells was a National President who passed away one year after she was president. A Mary Wells Fund was set-up and each state was asked to contribute $250.00. The Treasurer and Secretary cannot find any record of North Carolina making a contribution to the fund. Evelyn DeLoatch made a recommendation we give a one-time pledge of $250.00 --out of our Money Market account-- to the Mary Wells Diversity Fund. Sandra Head seconded the recommendation. All was in favor of taking the recommendation to the "Body." This recommendation will be presented to the "Body" for a vote. It was discussed members be given a brief description of how the fund is utilized.
Public Issues Leadership Development - Marilyn Gore reported she and Frances Turner attended the Leadership Development Conference held in Washington D.C. The hot topic was the tobacco referendum. One issue repeated over and over again was the needs for FCS to market their programs. The "Living Well" campaign is one way our National Association is trying to market FCS.
NCAFCS - Frances Turner reported she and Evelyn DeLoatch attended the meeting in Ahoskie. It was an excellent meeting. They did not stay for the entire meeting due to the cost. The next meeting will be held in Hickory. Deborah Howard is the President Elect for NCAFCS.
4-H Development Fund - Frances Turner reported she attended this meeting. They are planning a retreat in October at the new Eastern 4-H Center.
Extension Foundation - Frances Turner reported she served on this board and helped to plan the Gala that will be held in Raleigh.
Horn of Plenty - Brenda Morris reported the Horn of Plenty was a success. The event was held on August 15, 2003 at the Show Place in High Point with a Mardi Gras theme. The commissioners were served a variety of foods. All 800 county commissioners received a strand of beads and enjoyed music from the UNCG Jazz Band. They were also able to gamble in a "casino" using play money. There was a psychic, mime, musician, and clown wandering around for additional entertainment.
Several associations made a financial contribution. Kenneth Reeves and Eric Caldwell will chair the event next year in Ashville. We need to make sure the county commissioners know what Extension is doing for this event. It is a huge undertaking.
Web Site Update - Susan Condlin announced all reports have been posted except the four that have not been given to her. The Professional Development handbook has been updated and links have been fixed. NCSU has a new program to analyze websites. Susan asked them to analyze our website and she received a nine page report about hits, time of day, etc,. The report said our website received 871 hits during the month of July. Please see Susan if you would like a copy of the report.
2003 NEAFCS Annual Session - Frances Turner presented a copy of the agenda and made the following correction: Sandra Compton should be listed in the Southwest District. The West District will not have a voting delegate. Frances Turner contacted the administration concerning financial support. Delegates will receive about the same amount of support as received last year. We have five voting delegates for National.
Discussion on mailings for retired agents needs to be addressed on a national level.
Silent Auction Items for National Meeting - Evelyn DeLoatch announced Frances Voliva has donated a sterling silver bracelet. We still need one more $30.00 item. It was recommended Vicki Petit be contacted about donating a Jim Graham Cookbook. Other items representing North Carolina should accompany the cookbook.
Recognition of 2003 Executive Board - Frances Turner provided each Board member with a NEAFCS pin with our logo.
Frances Turner reminded all members to review the announcements on the back of today's agenda. (See attachment 16)
