President, Frances Turner, called the meeting to order at 10:50 AM. (See attachment 1)
Parliamentarian, Denise Baker, reported that we would follow the by-laws of our Association and parliamentary procedures. All members were asked to state their name before making a motion, in order to assist secretary in taking minutes.
Minutes
Frances Turner called for the minutes of the 2002 Annual Business Session. JoAnn Cope made a motion to dispense with the reading of the minutes and accept them as posted to the Web. Debbie Stroud seconded the motion. Motion passed.
Treasurer's Report
Treasurer, Maurene Rickards, presented the financial report. (See attachment 2)
Frances Turner announced Evelyn DeLoatch, Brenda Morris, and, Ann Simmons have agreed to serve on the Audit Committee.
Frances Turner reported that she needed to appoint a committee to audit the secretary minutes. The following agreed to be a part of this committee: JoAnn Cope, Sandra Head, and Peggy Garner.
Registration Report
Lynn Qualls reported that we have 134 people in attendance for this meeting. Of the 134 in attendance, 15 are retirees.
State Committee Reports
Marilyn Gore, VP Public Affairs, made the motion to dispense with the reading
of the state reports except the By-laws, Budget, and Nominating Committee.
Sandra Head seconded the motion and the motion passed.
Nominating - Marilyn Wells announced the proposed list of officers for 2004. All districts have elected district and state officers for 2004. A correction was made under 2004 District Presidents. Susan Morgan will represent the Southeast district and Wanda Hardison will represent the South central district. (See attachment 3)
By-Laws Recommendation - Evelyn DeLoatch reported the By-Laws were posted on the Web, thirty days in advance. She announced the following By-Law changes:
#1 A motion was made to increase dues by $10.00 beginning this fall. The body voted unanimously and the motion passed (See attachment 4)
#2 Article V-District Officers - Section 1 Change: The District Officers may serve more than one term if no qualified candidate can be found or at the discretion of the district if at least two-thirds of the district membership votes in favor of a qualified candidate.
Sandra Head made a motion to accept the By-law change with the following amendment: The District Officers may serve more than one term consecutively if no qualified candidate can be found or at the discretion of the district if at least two-thirds of the district membership votes in favor of a qualified candidate. Rosie Patton seconded the motion. Motion passed as amended. (See attachment 5)
#3 Article V -District Officers - Section 1 Change: All District Officers shall assume their duties at the close of their Fall District Association Meeting. Motion passed. (See attachment 6)
2004 Budget Recommendation Treasurer, Maureen Richards presented the 2004 Recommended Budget. (See attachment 7)
Sandra Head made a motion to amend the Recommended Budget by increasing the Professional Development line item by $25.00 to equal a total of $50.00. Dee Furlough seconded the motion. Amendment failed.
The original motion to accept the Recommended Budget passed.
Federation Update
Evelyn DeLoatch reported the Federation Meeting had to be postponed due to
the weather. The questions we submitted were given to administration.
The responses have been posted on the Web. The Web address will be sent to
members. All questions must be submitted by September 15 in preparation for
the next Federation Meeting. The next Federation Meeting is scheduled for
December 12. They have been informed FCS has a major training scheduled on
that day. The date cannot be changed due to scheduling. Plan to send a
representative, if you cannot attend.
Horn of Plenty
Brenda Morris reported the Horn of Plenty was a success. The event was held
on August 15, 2003 at the Show Place in High Point with a Mardi Gras theme.
The commissioners were served a variety of foods. All 800 county commissioners
received a strand of beads and enjoyed music from the UNCG Jazz Band. They were
also able to gamble in a "casino" using play money. There was a psychic, mime,
musician, and clown wandering around for additional entertainment.
Silent Auction
Evelyn DeLoatch announced that NC is responsible for submitting two awards
to for the National Meeting. Frances Voliva has donated a sterling silver
bracelet. We still need another item valued at $30.00. A recommendation
was made to submit a Jim Graham Cookbook. Other items representing North
Carolina should accompany the cookbook. Evelyn encouraged the membership
to notify her of any other suggestions for a silent auction item.
Report of White Paper Committee
Frances Turner reported that the administration wants FCS to voice our
concerns about the declining positions. These concerns should be submitted
in a white paper report. This committee has met and established some deadlines.
The committee is asking for one representative from each district.
Georgia Knight NE and Robin Taylor SE both agreed to serve on the committee.
Jennifer Walker, who attended AEE 507 "Traveling Seminar," has completed some
research on this issue and will share her research to the report.
NEAFCS Update
Frances Turner announced Marilyn Gore will be the Candidate for National
President Elect of our Association. We cannot campaign for Marilyn but we can
support her. Frances announced that the annual session official delegates,
making the following corrections: Sandra Compton should be listed in the
Southwest District. The West District will not have a voting delegate.
Delegates are to attend all business sessions. Delegates will receive about
the same amount of support as they received last year. We have five voting
delegates for National. (See attachment 8)
NCAFCS Update
Deborah Howard announced that she is the 2004 President the Association.
Extension is responsible for the program every four years. This year the
state meeting was held in Ahoskie. The next meeting is scheduled May 4-6
in Hickory, NC. Dues for the Association are $125.00. Several of our members
serve in various leadership roles and on various committees for this association.
The Association was able to save the loss of several vocational teachers this year.
Election of Officers - The 2004 slate of Officers were presented. All were in favor of the officers presented and motion carried. (See attachment 9)
Other Business:
Frances Turner reported the National Meeting is part of the Galaxy. The meeting will include FCS, 4-H, and Epsilon Sigma Phi. Tuesday night will be state night and all three areas will meet at an Italian restaurant.
Frances Turner reminded all members to review the announcements on the back of today's agenda. (See attachment 10)
Frances Turner reported that all reports will be filed with the secretary and posted on the Web.
