President, Denise Baker, call the meeting to order at 10:15 am. Each person was given an agenda (attachment 1).
State Life Member Representative Carrie Thompson shared several inspirational thoughts including the Warrior's Prayer.
Minutes of the August 20,2001 Executive Board Meeting
There were two corrections:
Financial Report (attachment 2)
Members can request a complete copy of the financial report. Checking Balance 1/1/2002 is $647.78, deposits & balances totaling $6,717.67. Expenses as of 3/07/2002 were $6,117.00. Balance as of 3/7/2002-$600.67. A review of the Money Market account was given, there was discussion about the NCCES Extension Foundation accounts, and we currently have 3 accounts with them. Maureen Minton, treasurer will follow up with David Hayes on this matter. The National meeting account has a balance of 169.34. It was suggested that this account be closed and the 169.34 be moved to the Extension Foundation Income Account. A motion was made by Evelyn Deloatch to move the $169.34 from the National Meeting account and close the account to the Extension Foundation Income Account, seconded by Susan Morgan, motion passed.
A motion was made by Evelyn Deloacth to accept the Financial Report, seconded by Theresa Clark, motion passed.
A request was made for the Association's Reimbursements form be placed on the Web site. Susan Condlin, will post the form at http://www.ces.ncsu.edu/assn/nceafcs/forms.shtml. The form needs to be filled out and sent to Denise Baker, President, first for her signature, and then it will be sent Maurene Minton, treasurer for payment.
Audit Report:(attachment 3)
The audit committee consisted of members Janice Latore, Candance Murray, Maureen Menton, and Deborah Stroud. The books were audited in Johnston County and found to be in order.
Parliamentarian
In the absence of Susan Hamilton, Denise appointed Susan Condlin to act as Parliamentarian.
National Meeting Highlights:
Denise gave a report on the National Meeting held in Portland, Oregon. She shared concerns that National is looking at:
The Credential Report- Since we had 166 members, North Carolina had 7 delegates. This will change due to retirements and resignations.
Several NC FCE Agents were presenters and Award winners.

Federation (attachment #4)
Soybean Producers supported Federation this year instead of sending our Association a contribution. They may not be able to continue their support.
ESP (Epsilon Sigma Phi) will handle the delegates who will be attending the PILD (Public Issues Leadership Development). Administration will support one delegate to attend the Washington, DC meeting.
Southern Region Workshop
Denise Baker and Frances Turner attended the meeting in Dallas Texas. "Leadership in Changing Times" was the theme. Rick Miller-Texas AM was a dynamic speaker. Suggestions and Comments (Attachment 5) were shared from Christine Kniep, CFCS-NEAFCS President. The state of Georgia shared their Guideline for clustering. The National President sent a note of thank you to Denise for the Report from North Carolina.
The Fact Sheet form for JCEP is due the end of March. The Fact Sheet completed last year was on "food safety". The topic for this year is on Child Care. The question was asked, "who is responsible for getting this information and to Who is it sent?" Denise will contact and discuss this with Dr. Karen DeBord.
North Carolina Association Family & Consumer Sciences (NCAFCS) Conference Representatives
Denise Baker and Frances Turner will be the representatives from NCEAFCS to attend this meeting for one day. The meeting will be held March 21-23,2002 in Fayetteville, NC. Dr. Karen Debord will be a presenter. Our Association By-Laws support participation in this meeting. It is important for us to stay involve with this Organization. Deborah Howard will be President-Elect in 2003 and Extension will be responsible for the State meeting. The budget needs to be reviewed to see if an allocation for the dues for the President and Vice-President, and their expenses to attend the State NCAFCS meeting is planned for. Our Vice-President Budget needs to be increased to cover more of her expenses. Theresa Clark made a Motion to cover the expenses of this meeting for the President and Vice-President, seconded by Susan Morgan, Motion passed.
Horn of Plenty
Maurene Minton requested the one-dollar per member for the Horn of Plenty be sent to her. Horn of Plenty will be held August 23, 2002 at Tanglewood Park, Forsyth County. If any one can get food, donations, or volunteers to help let her know. Denise will serve as a greeter for our organization. A check for $146.00 will be written for the Horn of Plenty.
FCS Update - Change in Agenda to accommodate Dr. Sandy Zaslow schedule
Dr. Sandy Zaslow, Dr. Carolyn Dunn, Dr. Karen DeBord was unable to attend.
Dr. Zaslow presented a quiz for members present on the vanishing number of FCE Agents**.
Dr. Zaslow shared concerns that will be brought up at the upcoming March In-Service Training:
She informed us of the upcoming EFNEP assessment which was recommended to be conducted 5 or 6 years ago. This is a self-assessment to see where we are and where we are going. Also to be reviewed is the structure of the NPS (Nutrition Program Supervisors).
Administrative Update - Dr. Carolyn Dunn
March In-service training has 98 FCE agents registered. The FCS Department fully supports this training. They have some great training lined up. A new marketing logo will be presented. New materials will be given out at the meeting.
Dr. Zaslow discussed Agent titles and a choice will probable be offered-Educator or Agent.
Dr. Dunn - the marketing brochure will be general, it will present what we do. There will also be an Annual Report from the department and future development of Exhibits.
Karen Debord will revise the WED site to make it easier to use. She wants to add a consumer piece that can be used as a marketing piece. The domain name of e-extension.org was purchased by the FCS department and will be useful for County information.
An update on the Academic program UNCG Master of Education/family life was given.
Discussion on changing the Web site - remember that Agents in the County don't have all the same computer equipment.
A request was made for a Marketing piece that is ready and can be localized and taken to the news media. The need is for something that is "quick and dirty" and ready to go.
Other concerns expressed focused on FCS publication. Some need updating.
Changes in the State FCS staff were discussed.
The March training materials will be on CD and distributed.
Dr. Zaslow requested that we post our Fall and Spring District meeting (Date, time and Location) on our web site.
Denise thanked Dr. Zaslow and Dr. Dunn for coming and for the support that they provide.
2002 National Meeting Highlights
To be held in Kansas City, Mo., October 6-10, 2002. The following items were shared with the members: Workshop on the Move (attachment #), State sales sheet (attachment #), and copy of tentative schedule (attachment #). N. Carolina State Night out will be Sunday, October 6, 2002
The National meeting in 2003 will be Galaxy II and will be held September 21-25, 2003 in Salt Lake City, Utah. All Association, except Agricultural, will be attending.
Public Issues Leadership Development Conference
April 28- May 1, 2002 - Washington DC. The meeting will start on Saturday and end on Wednesday. The Meeting on Capital Hill will take place on Tuesday. The NC Delegation will meet with Dr. Ort on April 19, 2002. Dr. Judy Groff will coordinate the Delegation to the PILD meeting. A question concerning a PILD scholarship for each state was raised. Does National pay $100.00 for each state to attend? This needs to be looked into and determine how to request these funds.

No changes to report since National has not held their Executive Board meeting. Information may come in later.
According to our By-laws the Annual Training Session is to follow the business meeting. This is to be considered when planning the 2003 State Meeting.
The State Resource Development Committee was formed to handle the collecting of funds for the 1999 National meeting hosted by North Carolina. The Committee is no longer needed, since the Host District accepts the responsibility of planning and hosting the Annual State meeting. Carrie Thompson made a motion to remove the State Resource Development Committee from the Policy and Procedures section of the By-Laws. Seconded by Susan Morgan, Motion passed.

Nominating (attachment #8)- Teresa Clark
National Officers nominations were due to Theresa Clark on February 1, 2002. They are to be at National by April 1, 2002. Information was sent to The District Nominating Person. The officers rotation system needs to be reviewed, with the loss of one District it needs to be revised. The Nominating Committee will look into this.
Revised list of South Eastern District officers (attachment #9)
May 15, 2002 is the deadline for District nominations to State Chair and submitted to the Board by June 1, 2002.
State Meeting (attachment #10) - Frances Turner and Carrie Thompson
"Rising to the Challenge, Leadership, Excellence, Transition" is the 2002 Annual meeting theme.
August 26-28, 2002-Holiday Inn-Rocky Mount, NC
Registration has not been set, working on it.
All of the Awards will be given out at one session
FCE Agents are requested to dress like their favorite movie star, walk on the red carpet like the Academy Awards.
Final registration information should be out by June 1, 2002. A request was made to have the information out by May 1, 2002, to take advantage of this budget year.
The Hotel requires that we use 50 rooms in order to get the Hospitality room for no charge. Encourage FCE Agents to be two in a room in order to get the 50 rooms needed. The room rate is $63.00 for a double. This state meeting cost is less than previous meetings.
Resource Development (attachement #11) - Linda Aycock
Report sent to meeting. Linda has contacted more than 80 companies/organizations to raise funds for the state meeting and received a very poor response, the worst she has ever seen. Collected $950.00. She will contact David Hayes, of the Foundation for additional suggestions.
A clarification was requested on the correct amount of money that the State Association gives the District hosting the State meeting. $1000.00 was recorded in past minutes, however $1500 was given last year. Many agents remember the amount to be $1500.00. Evelyn DeLoatch made a motion that in light of the current budget situation that $1,500 be given to the District hosting the State meeting this year and future years. Motion seconded by Frances Turner, motion passed. It should be stated in the Budget where this money is coming from.
VP Public Affairs - Evelyn Deloatch
Thanked Susan Condlin for all the time she spent updating the Web site. Public Affairs did not require written copies of reports for this meeting (3/08/02). Instead chairs are to bring 35 copies to the Annual meeting.
Reports will be posted to the Web after the Annual Meeting.
"The Challenge" is on the web. Agents are encouraged to fill out the form. National is reviewing the current form, trying to increase challenges from level 1 to level 2. FCEs need to become politically savvy. A certificate is given to participants that reach a certain level of the challenge.

State Life Member Representative - Carrie Thompson
Keeping retirees informed. Hope Hunt has developed a link from the Association's home page for retired members. She has done a very good job of keeping this updated.
Webmaster - Susan Condlin
The Association Web Server is located at NCSU. The By-Laws on the Web site need to be updated and address the issue of the position of Webmaster. Recommendations will be made and sent to the President-Elect.
The National Association Link can be reached form out Web Home Page by clicking on the "LOGO" or from the bottom of the page on the navigator bar-NEAFCS.
Hope Hunt remains active in editing the web site. She maintains the retiree link.
The domain name is about to expire (April 1, 2002). It cost $10.00 to renew and $12.95 for auto forwarding for a total of 22.95. This needs to be sent to Hope Hunt. Susan Condlin made a motion that we maintain our domain name and send Hope Hunt the $22.95, seconded by Frances turner, motion passed.
When sending items to be posted to the Web page, have the information typed. Send retiree information for the web to Hope Hunt. Be sure to send name, address and phone numbers of retirees to Maurene Minton for lifetime membership dues information.

Is there an agreement that the Associations don't ask each other for money for their state meeting???. Issue needs to be researched. Denise will review issue.
Denise thanked Susan Condlin again for being a great hostess and Carol Nicely, Lee County Program Associate for helping with lunch. Board members thanked Denise and Nancy for providing lunch. Each member chipped in $5.00 to cover the cost of lunch.
A committee was appointed to review the minutes from this Board meeting. Those selected were: Nancy Ostergaard, Evelyn Deloatch, and Susan Morgan.
