2006 State ESP Distinguished Service Award

 

County Extension Director,
Randolph County

Program Accomplishments:
Edgecombe County:
Took a program with two clubs and less than 20 active 4-H members and organized 41 4-H Community Clubs and increased active membership to over 1,500 youth and 400 volunteers. Started one of the first summer activity programs in the State, offering special interest classes, to over 1,000 youth each summer.

Burke County
  q   Developed a comprehensive, balanced 4-H program that grew from four active clubs upon arrival to 66 4-H Clubs, reaching over 2000 youth. 
q     Partnered with the Burke County School system to offer after-school care at all 14 elementary schools, and two of four middle schools reaching more than 1,400 youth a year. The Oak Hill Elementary and the middle school site were operated by Burke County 4-H.  (Hired and paid 19 staff members, oversaw programs, managed finances, and provided training and communication with parents of children.)
q    Established the Burke County 4-H Foundation. Generated over $200,000.00 in combined grants, private donations, and United Way Funds a year.
q    Offered in-school enrichment programs for grades 3 to 8, reaching over 4,000 students annually. Partnered with the Burke County Schools and Duke Power Company to offer an Energy Awareness Program for all sixth graders in the County (approximately 1,200 per year). The program won the National County Commissioners Association Award of Excellence.

Orange County
q    Established in partnership with the Orange County Schools and the Chapel Hill/Carrboro Public Schools, the Summer Sizzle Middle School program serving over 60 youth daily from 6:30 am to 5:30 pm for eight weeks in the summer. Received more than $40,000 in grants for start-up and program fees.
q   Obtained National Gardening grant and established relationship with third grade teachers to have school gardens in eight schools.

Information Management for 20 central Piedmond counties, based in Orange County
q  Worked with twenty central Piedmont Counties to establish a web presence, implement new Linux computer systems, evaluate wiring and manage new technology and software programs as available.
q  Provided over 750, four to six hour technology-training classes to Extension staff members in the 20 county area. Over 276 different staff members participated in training to meet their needs.
q  Held two, one day long Extension Technology summits, showcasing the latest technologies and web applications involving 10 cooperating agencies and businesses to over 200 Extension employees.
q   In conjunction with the State 4-H Program, conducted Computer Boot Camps across North Carolina and at the Eastern 4-H Center.

Randolph County
q    Manage the Randolph County Agricultural District Program. The program has grown from 10 farms to 57 farms with close to 10,000 acres in less than two years.
q   Work as part of the 4-H team in the County to coordinate and conduct the 4-H Summer Adventures Program, with 65 special interest classes and reaching over 300 children.
q   Actively working with County Manager to secure new location for Cooperative Extension Office.

North Carolina 4-H International Extension Coordinator
Over the last 10 years, Carolyn has devoted 20 percent of professional time, regardless of the position held, to the management of the North Carolina 4-H International Exchange Program.  Each summer have placed over 25 Japanese Exchange youth by the National deadline, usually May 15 or June. In addition, have placed 32 High School International Exchange students from Japan, Korea, and the Newly Independent States and coordinated their stay. Coordinator responsibilities include recruiting families through the County 4-H staff, providing media releases, conducting in-home interviews, orientations, corresponding with families, training agents, visiting high schools, handling mid-year gatherings, maintaining regular contact with students and families, and working to solve problems related to adjustment and cultural differences.

Epsilon Sigma Phi involvement:
Has been an active member since induction in 1987. President of ESP, Xi Chapter- 2004, has served on the National ESP Global Relations Committee: 1998-2001. Have served on the ESP Xi Chapter Board for 10 consecutive years as Executive Secretary 5 years, Awards Chairperson three years, President one year and Advisor one year. Has served as Chapter voting delegate at eight National ESP Meetings.
