Opening Board of Directors Meeting
August 16, 2006 - Pinehurst, NC

The meeting was called to order by President Spring Williams at 10:35am.

Minutes for the Board of Directors Meeting were submitted with corrections by Kyleen Burgess, Secretary. A motion was made by Angela Shaver and second by Mitzi Downing.

Treasurers report, made by Wallace Simmons.

Had a question about 3 $500 payments coming in from the state plus the $37.50 from the drawdown. The first $500 was for the 2005 meeting, the second $500 was the support for the 2006 meeting the third $500 was from the agricultural foundation. The state support payments went $500 in enrichment, $500 in operating and the final $500 was put in the operating budget.

Spring asked Angela to look over this to find out where the 3 - $500 payments should have been deposited.

Everything is under budget and looks fine. The only thing that may be of interested is that we still have $500 that has not been requested for the Professional Development Scholarships. Wallace felt that we don't have a good process of how the Prof. Development Scholarships are distributed to the winner. Discussion came off the floor about the matter a consensus that the Professional Development committee has a form that the Professional Development Scholarship winners have filled out and signed by Prof. Development Committee chair stating what line the funds come out of in the budget.
The incoming and out going treasurer will get together and create a form, or paper trail, so we will know what line items will be charged.

Reports of Officers and Committee
Annual Conference - Crystal Smith
-You're here thanks to the South Central District
-She is very excited encouraged the group to attend the workshops offered - please see schedule.
-Tom Collins - a workshop presenter - is coming from Forsyth County and Crystal asked the board if we could give him a token of appreciation. Nelson suggested we give him a Pinehurst souvenir. This was fine as long it was in the budget.
-The South Central district was generous to give $300 to help support our Welcome Speaker.
-Heavy snacks are served in the hospitality room. The hospitality room is sponsored by the South Central District.
-President Williams mentioned the Alumni and Retiree Reception, which is new this year. The Reception is for everyone.

Constitution, Policy and Legislative - Nelson McCaskill
-We have three amendments that will be voted on this afternoon. Please see notes from last board meeting stating the amendments we will vote on. These votes will require a 2/3 majority, so we will be doing a written ballot.

Diversity - Juanita Bailey
-Have secured a sponsor for the diversity award.

Finance - Wallace Simmons
-nothing to report
-Receipts need to be turned within two weeks after the state meeting so that Wallace can clear the books and turn them over the Angela.
-Janine's committee will bill Wallace $300 to cover the speaker, so that the south central can write one check to the speaker. The reason for this is that the south central covered some of the recognition awards so Wallace was going to cut a check back to their district for the reimbursement of the award money and they will include the diversity speaker fees in this.
-All committees will need to fill out a budget form so that we will vote on it by the closing meeting.
-Enrichment Auction - Angela - thanked everyone for auction items. Asked everyone to submit the items to Angela or the registration table.

Membership - Rebecca Liverman
-As of Monday 8-14-06 - we have 158 members. 28 - life members - 109 renewed - 21 new members.
-All money has been accounted for in which the committee had to front for those members who did not pay on time
-New member orientation will take place today

-Nothing to report

-Will distribute CD-ROM to the districts in lieu of Share Fair
-CD included about 30 power points total

Public Relations & Information - Lori McBryde
-Dr. Carlton Blalock will be inducted into the National 4-H Hall of Fame
-The committee will be looking at new nominees to submit this week

Rapport - Julie Jones
-Thanked everyone for contributions
-New format this year
-Asked for suggestions for next year

Recognition - Janine Rywak
-Final Report will be announcement of all winners at Recognition Banquet
-Will be awarding 37 awards
-Will Recognize 35 individuals
-Will present 3 PA awards at their state meeting in September
-Had a total of 31 applications sent to region and national competition - Had 4 regional winners and 1 national winner
-Will be joined up Blalock, Black and Proctor for presentations
-Will submit one total invoice to the state association for all recognition committee costs during the meeting on behalf of the host district.

Historian - Richard Freeman
-encouraged things to be sent to him that could be submitted to the archives

District Reports
North Central - Jennifer Brewer
2 new folks, lost one person

Northeast - Missy Jones
-lost two agents

Northwest - Barb Dunn Swanson
-will be inviting membership to Winter Board. Feb 22-23, 2007 in Winston Salem
-Will be offering Work Hard, Play Harder workshop at BJP in September

South Central - Mitzi Downing
-Welcomed the group
-Hospitality - Indian Wales 520
-New agent in Stanly County

Southeast - Patricia Cahoon
-lost an agent since Congress - Greene County
-Bridget Kirk will be having a Baby Boy
-Billy Privet will be retiring


Southwest - Donna Mull
-Gaston County has no agent
-Have secured Holiday Inn in Downtown Charlotte
-Spring's county will be getting an agent

West - Wallace Simmons
-Will try to do more multi-county work together
-Swannanoa will be having an open house on October 21, 2006

Unfinished Business
-The president thanked the board

-Information from the National about the Association Charter - the president has spoken with Carolyn Langley, Southern Region Director and Dr. Stewart
-Anyone that uses the 4-H name or emblem must have a charter. Dr. Stewart said not to worry about this requesting that our association and the leader association to verify the charter.

-Website Directory - Laurie Lewis
-Submitted a list of places to look at for a directory, Dr. Stewart felt he could get our directory at the university somehow so we don't have to pay an outside source.
-Robbie Furr was asked to serve as the chair of this committee

New Business:
Enrichment Fund Recognition
-We will not be giving any enrichment fund recognition at this banquet. Natalie Rountree has requested that we move this recognition to Winter Board. Discussion took place; the board suggested that we honor the previous year's contributions at annual conference.
-The motion was made that enrichment fund be given after the final accounting total is taken at the annual conference following the completion of the physical year. The motion was seconded and passed.
-All enrichment fund forms need to include our employee ID numbers so that the money is taken out of your check.
-The enrichment fund/development fund should follow up with those of us who have filled out forms because forms were filled out and money was not taken out of people's checks. We need to hold them accountable for their actions.
-It is the past treasurer's job to work with the enrichment fund to make sure that this will happen.
-Angela will mention this at the business meeting.

NCAEAA Request for support National Meeting
-would like financial support, kids for entertainment and physical support for when they are hosting their National Meeting
-We would like to know how much money they want.
-This meeting will the their 2008 National meeting
Horn of Plenty Support
-Mark Tucker, chair of HOP, asked each association contribute $1 per member to help offset the cost of this event. We budgeted $135 for this event, so we can move money over. The motion was made to give $135 that was budgeted for this event. The motion was made by Wallace Simmons, seconded by Mitzi Downing and passed.

New Endowments Established
-Two new endowments have been established. The Huddleson family endowment goes towards the 4-H Electric Project. Dr. Marshall Stewart set up a professional development endowment for NCAE4-HA, NC 4-H Leaders and FFA. Carolyn Barnes will also have an endowment to support 4-H agents in Graduate School Studies.
