Opening Board of Directors Meeting
January 19, 2006
Greenville, NC


The meeting was called to order by Spring Williams, President, at 10:00 and welcomed the members.

Minutes for the Board of Directors Meeting in Greensboro were submitted and corrections will be made later, motion for minutes to be accepted with corrections made motion seconded - passed.

Treasurer's report, made by Wallace. Passed out operating budget and enrichment report.
Operating Budget - $8,840.91
Enrichment Budget - $2,282.79
Money Market Shares - $1,199.15
Shares - $42.60

Have not put together sheets for each line item, please look in closing board minutes.
Requested (again) for a carrying case and stamps for treasurer. Purchase of $75.00. Wallace motioned, Peggie seconded - motion passed.

UNFINISHED BUSINESS
Federation Report - Natalie - Several of us attended. She gave an overview of the federation meeting. Gave updates on Dole Biotech Center, Pay raises, eXtension that NC start to access. Recognition given to the two universities for their work on pay raises. Next board meeting will take place in March (Board Meeting). The President of the Federation asked for suggestions on how the Federation could work best for all those involved.

COMMITTEE REPORTS
Annual Conference - Crystal Smith
-Pinehurst Motel - August 16-18. Working with Crystal to set up program workshops and speakers. Have discussed plans for free time activities. There is a Spa at the Carolina Hotel (former Pinehurst Motel) and the committee will look at Golf Packages. Room rates will be state rates, however they do require a maximum of two per room. Meals will be a little expensive, will taylor agenda - there will be NO opening luncheon. Will have heavy snacks in hospitality room. The hospitality will bee in a condo.
Breakfast MAY be included. Opening night will be a pool party.
Evaluation forms will be shared with the committee later today.
-Crystal thanked those who represented us on committees. West District Diversity - Heather Gordon will serve from the west. South Central - Professional Improvement. Chair elect of Diversity is Linda Gore.

Constitution - Nelson McCaskill
-Recognition will look at the way administrative support funding will be given to award winners. Asked that recognition committee look at that list and see what order it should be. If a committee has a change or rule in bylaws you can come to the committee to help, you do not have to go thru the committee to submit a change but is recommended that you do come thru the committee to look at the policy change.

Diversity - Juanita Bailey
-No report

Finance - Natalie Rountree and Wallace Simmons
-Silent Auction will take place and they are collecting items. Will be a table with 3 or 4 items, with bidding taking place during lunch. Winners announced at the close of the business meeting. During entertainment tonight other items will be put out at the silent auction. Remember the money from the winning bids will go into the enrichment account, allowing you to be recognized at the state meeting.
Another auction will take place at the State Meeting in August.
Natalie announced she is pregnant and she will not be at the meeting in August. Crystal and Spring will answer any questions about the bidding for the August meeting. Jackie or Sharon will be here during the Business meeting to talk more about the Enrichment Fund.

Membership - Rebecca Liverman
-Thanks to everyone for getting information in on time. 151 members as of Dec. 15, so we do get our 4th DSA. Three people have come in since then and they will be paying their dues today, totaling 154 members. Protocol problems caused issues. New VP next year will have a good list to work off of. Is there a way to track those not affiliated with Districts? Yes-The State VP will track this.

Nominating - Peggie Lewis
-Hopefully we will have a slate of officers by the end of Winter Board.

Professional Development - April Dillon
-Dale will chair the meeting this afternoon

Programs - Shea Ann DeJarnette
-Will have things lined up for powerpoints for share fair.


PR&I - Lori McBryde
-Did not go to Conference. Travis was going to take care of things. National Hall of Fame people were sent in but we do not know who. The state leader did follow up.

Rapport - Julie Jones
-February 1 is the next deadlie

-Will discuss about when we would like to announce the awards in the committee meeting. Nelson said the year he was chair the district could let the CED know, however it wasn't followed thru.
-Procedure for honorary members, do not have to give the state leader this title, he is a paying member.
-Will also discuss line up of awards for travel funds

Historian - Richard Freeman
-Suggested items to be placed in D.H. Hill Library at NCSU.

-All items for the archives are to be in file folders. These folders are filed by the special collections staff at the D.H. Hill Library in small file boxes (approximately 6"x12"). Notebooks are not to be used since they tend to rust and damage the files.
-Barb has a box from the Northern Piedmont District and asked Richard to come look at the box. The archive would like everything in manila folders.
-There me be things we'd like to put in the 4-H museum and not in the archive, so it could be on public display.
-Will take items when ever you have them ready and drop them off.
-Nelson asked if there were holes could Richard look at see what should be put in and Richard said there are LOTS of holes.
-It would be nice if we had membership lists from each year, if anyone has old membership lists Rebecca will give these to Richard.
-Janine has recognition notebook and will give those double copies to Richard.

DISTRICT REPORTS
North Central - Jennifer Brewer
-Had programming meeting in November.
-Granville and Wake county positions still open
-Evaluation notebook handed out to each county in their district.
-Have not set Spring meeting date

Northeast - Laurie Lewis
-Welcomed everyone to Greenville
-Asked everyone to stay for evening entertainment
-Ginger Morelock is new agent in Chowan County and Missy Jones had a baby Eve

Northwest - Barb Dunn Swanson
-Met in December, put together a plan for the year
-New training in the Northwest District, set dates for a Science and Technology Training
-Will host Winter Board, thinking about focusing in on Winston Salem. Will be looking at Feb date in 2007. Dates are the second or fourth weeks (8-9 or 22 - 23, 2007)
-Robbie Furr came to Ashe County to do Curriculum training
-Working with FCS agents to become trained in Eat Smart, Move More Curriculum

South Central - Janine Rywak
-Mitzi had Baby Noah
-Fall meeting was at Pinehurst
-Talking about doing something with their retirees and such to have a social before the banquet.
-Would like to do a better job working and putting in Social Time for special guests

Southeast - Patricia Cahoon
-Agent Retreat revolving around Science
-Has a teen skiing retreat
-District Meeting took place in November
-New agent in Wayne County - Mandy Barnes
-10 agents that have less than 3 years in district
-Amanda Hatcher, Pender, is pregnant

Southwest - Donna Mull
-Had Christmas outing at Robbie's House.


West - Karee Mackey
-Things going well in the west
-Had a curriculum update with Ed Maxa, Ben Silliman will do an update on Science and Math

UNFINISHED BUSINESS
-Development Fund - Raffle tickets for Grand Cayman Cruise. Boar members have tickets. Cruise is for 2 people. April 1-8, 2006. The drawing will take place in one month. For every ticket 4 dollars go back to your county if your kids sell the tickets.
Enrichment Fund Request - Will do a presentation at the Business meeting

-Nelson brought up that Southeast district lost money at conference the district does not need support from the state.

NEW BUSINESS
Membership Deadlines - Rebecca
-Need to formulate a protocol for what to do for people who do not pay by the membership deadline. 15 people and a district had to be fronted for by the state association (almost a total of 30 members).
-Discussion took place about why there was a break down in the membership process and what could be done because entire districts did not send in their dues on time. Issues - Failure to meet deadlines, failure of districts not paying - this way the districts are responsible.
-It is the duty of the State VP to work for with the unaffiliated members
-Nelson recommended bringing this up as a policy change because they do not require the 30 day period
-VP will give report of what happened, the membership committee will write a policy and will bring it back at the business meeting stating the new policy, the board must vote to approve it.
-This ultimately will fall back on the district to make sure things are due.
-The state association will NOT front the money for members.
-The Board referred the policy change back to the Finance and the Membership Committees to write the policy and present it at the meeting.

4-H Gala - March 23, 2006 -Grandover
-Peggie said if you have a hands-on demonstration for the gala please contact her or Ben Silliman.
-The goal for the Gala is $300,000.
-Jennifer Brewer - Silent Auction will take place on E-Bay during the month of February.
