NCAE4-HA Opening Business Meeting

President Peggie Lewis welcomed the NCAE4-HA membership to the 2005 state meeting. She officially calls the business meeting to order at 2:05 pm.

Nelson McCaskill made a motion to dispense with the reading of the minutes. Shannon McCollum seconded the motion and the motion was approved. A motion was made to accept the minutes as written, the motion was seconded and approved.

Natalie Rountree, treasurer reported the following account statement summaries as of
7-19-05: Regular Interest Checking, $8,069.56; Enrichment Interest Checking, $3,012.80; Money Market Shares, $1,033.51; and Shares Account, $42.32.

Committee Reports:

Annual Conference - Spring Williams announced that the Annual Conference committee had worked hard with the South Central District to plan and prepare for the state meeting. Jimmy Newkirk, Physical Activity Coordinator, NC Division of Public Health is the guest speaker for Thursday morning, August 18th. The workshops will be presented by Dr. Wanda Sykes, Southeast District Extension Director "Leadership…When the Heat Is On," Reverend Fran Cook, Program Director and Detective Harold Jackson, Gang Intelligence Unit, Charlotte-Mecklenburg Police Dept. "Gang of One". The closing message will be presented by Dr. Wanda Sykes.

Constitution - Howard Scott, no report

Diversity - Stan Dixon, no report

Finance - Natalie Rountree, the National dues will increase for 2006, a state increase of $25.00.

Membership - Danella Barco informed the membership that there are currently 145 state members. Eligible staff hired as of June 1 does not have to pay current year dues. New agents were introduced and welcomed to NCAE4-HA. All new members were encouraged to attend the panel discussion in the Pamlico room at 4:00 pm (open to all members).

Nomination - Nelson McCaskill opened the floor for additional candidates for President Elect. A motion was made to close the nomination, it was seconded and approved. The slate of candidates for office was presented:

Carolyn Langley is a candidate for Southern Regional Director. Volunteers are needed for her campaign committee. The Board supported asking each district to give up to $50 toward Carolyn's campaign to cover marketing expenses.

The committee is seeking a candidate for Federation Treasurer.

Nelson reviewed the voting procedures and shared that there would be district caucuses. Voting will take place before lunch. A completed enrollment form on all employed June 1 or after is required in order to vote.

Professional Development - Louise Hinsley introduced committee members and shared that all awardees received their recognition at the Winter Profession meeting in Nashville, NC. A total of $655.75 was expended which is less than the original amount budgeted.

Natalie Rountree and Crystal Smith, award recipients made a presentation to the membership as to how they utilized their professional development funds.

Programs - Joyce Watts said that she has put together some tips on evaluating programs based on Dr. David Mustian's writings. Each district will have a set of evaluation tools.

Public Relations - Travis Burke informed the membership National 4-H Week materials are on the web. During the new member's orientation a panel of experts (Stan Dixon, Wallace Simmons, Howard Scott and Spring Williams) will answer questions pertinent to the 4-H profession.

Rapport - Bridget Kirk recognized the great work that is done by Carolyn Langley to post Rapport on the web.

Rapport contributors for the summer issue were: Peggie Lewis, Danny Butler, Brandi Wagner, Angela Redinger, Julie Jones, Sara West, and Misti Silver. Also, candidate's bios for the 2005 elections were posted. Rapport 2005-06 issue dates will be determined and announced at the closing business meeting.

Recognition - Shannon McCollum announced that the Recognition committee will be awarding 29 awards during the Awards Banquet. Thirty-two different individuals will be recognized. One program assistant award for 7 plus years will be presented at the P.A state meeting. A total of 23 applications were sent to Regional and National competition. The winners will be announced at the banquet as well.
Historian - Richard Freeman was not able to visit the archives at D.H. Hill Library at NCSU due to the east wing renovations in progress but did talk with Todd. Records show that 1994 is the last time any materials were archived according to D.H. Hill files.

Peggie asked for unfinished and or new business, there was none.
