NCAE4-HA Opening Board Meeting

President Peggie Lewis called the opening board meeting of the NCAE4-HA to order at 10:00 am and welcomed the members.
Nelson McCaskill made a motion to dispense with the reading of the minutes. The motion was approved.
Joyce Watts asked for clarification of the Enrichment Fund approved request for a donation of $1,000 from each district to be made to the Development Fund until the account reaches $100,000.
Natalie Rountree, treasurer reported the following account statement
summaries as of
7-19-05: Regular Interest Checking, $8,069.56; Enrichment Interest Checking,
$3,012.80; Money Market Shares, $1,033.51; and Shares Account, $42.32.
Committee Reports: Peggie Lewis
Annual Conference - Spring Williams reported that the State 4-H Leader, Dr. Marshall Stewart will be the key note speaker for the opening luncheon. The membership will have the opportunity to post any issues or concerns that they would like to share with Dr. Stewart.
Membership - Danelle Barco shared that Public Relations and Information along with the Membership committee would host a new member's orientation with a panel of experts from 4:00 - 5:00 pm. The total membership of NCAE4-HA is 145.
Constitution - Howard Scott briefly stated that the Constitution committee would be discussing protocol for when a state meeting /winter board is canceled.
Finance - Natalie Rountree asked that committee chairs
have their 2005-06 budget proposals to her by brunch on Thursday, August 18th.
-The committee will review the Enrichment chair's duties and discuss enrichment
recognition.
-National dues will increase by $5 for a total of $65. The Board has approved
to raise state dues from $10 to $25. This is to be voted on at the meeting.
-All bills are due to Natalie with 2 weeks of the state meeting in or to pay
all expenses and close out the books.
-A request was made to add $79 to Enrichment Fund for recognition. Natalie
made a motion to move $79 from Professional Development to the Enrichment
recognition line item. The motion was approved.

The floor will be opened for any additional persons' seeking to run for President-Elect. Carolyn Langley is a candidate for Southern Regional Director and is requesting help with her campaign. The last candidate received $250 for campaign support. Joyce Watts stated that each district in the past gave $50 to help defray the cost of promotional display and other marketing materials. Nelson McCaskill made a motion to ask each district to make a donation up to $50 to support Carolyn Langley with her candidacy for Southern Regional Director. The motion was approved.
New staff starting prior to June 1, 2005 must be paid members to vote. Registered staff June 1 and after can vote without being paid members.
Professional Development - Louise Hinsley stated that
all professional scholarship applications were posted on the web with the
committee chairs return address and the return date of January 14, 2005. The
applications were screened and announced at the Winter Professional Meeting,
January 20, 2005:

Total Expenditure Budget: $655.75
Programs - Joyce Watts' committee collected evaluation
tools that agents are using throughout the state and made a notebook of these
tools. One notebook will be placed in each district with program committee
member. NCAE4-HA members are welcome to us the tools to evaluate their programs
offered in the programs offered in counties. The committee is hopeful that
because of this project, they will receive helpful/information regarding effective
program evaluation.
-An evaluation notebook that contains evaluation tools is located in each
Extension office.
Public Relations and Information - Travis Burke informed
the Board that this year's share fair will feature ideas for National 4-H
Week.
-During the new member's orientation a panel of experts (Stan Dixon, Wallace
Simmons, Howard Scott and Spring Williams) will answer questions pertinent
to the 4-H profession and an informal dialogue will take place.
Rapport - Bridget Kirk shared that $70.20 of the $90
budget has been spent as of August 16. All articles for summer issue 2005
were sent to Carolyn Langley and put on the web. Hard copies were mailed to
state and national lifetime members. Carolyn Langley was acknowledged for
the great job she does in posting the Rapport to the NCAE4-HA website.
-Rapport contributors for the summer issue were: Peggie Lewis, Danny Butler,
Brandi Wagner, Angela Redinger, Julie Jones, Sara West, and Misti Silver.
Also, candidate's bios for the 2005 elections were posted.
-Rapport 2005-06 issue dates will be determined at the state meeting and announced
at the closing business meeting.
Recognition - Shannon McCollum thanked everyone who applied
for an award. The Recognition committee will be awarding 29 awards during
the Awards Banquet. Thirty-two different individuals will be recognized. One
program assistant award for 7 plus years will be presented at the P.A state
meeting.
-A total of 23 applications were sent to Regional and National competition.
The winners will be announced at the banquet as well.
Historian - Richard Freeman was not able to visit the
archives at D.H. Hill Library at NCSU due to the east wing renovations in
progress. He distributed a document that reflect records stored from 1971-1994.
Also, a list of suggested items to be placed in the library was shared.
-A notebook containing files from 1975-85 for the Northwest district was found
in an office. Richard recommended that NCAE4-HA consider having district Historians
Peggie Lewis informed the Board that President-Elect is responsible for naming Chair-Elect's.
District Reports:
North Central - Sandy Hall announced that the spring
meeting of the NCD was held in Franklin County at the Cooperative Extension
Center. Sha Bailey is the new agent in Vance County. The district voted to
donate $500 to the 4-H Development Fund and to send $150 in profits from the
Winter Professional meeting to NCAE4-HA.
-The program focused on a journey through the NCAE4-HA web page to familiarize
old and new agents with the committees and responsibilities of serving as
a district and state officer. A discussion on where to go from here and recommendations
of future professional development programs was discussed.
-News - Lori McBryde and Tanya Heath are expecting in September. Nina Crawford was married in June and is leaving Wake County to return to graduate school.
Northeast - Ellen Owens shared that the NED held a meeting
on August 12th to do committee work for Winter Profession meeting in Greenville
on January 19-20. The theme will be Cash In On Professionalism in G - Vegas.
The event promises to be fun with professional dealers available for a Casino
Night.
-Missy Jones from Tyrrell County is expecting her first child. Cameron Lowe
delivered a daughter on August 6th. Kyleen Michael will be married in September.
Amy Damrow left Chowan County to return to graduate school in Michigan. She
is engaged to be married.
-The NED agents worked as a team and conducted two special interest camps,
Biotechnology Murder Mystery and Space Palooza.
Southeast - Erin Sill welcomed everyone to the State
Meeting at Atlantic Beach. The Southeast district worked all summer long to
prepare for the meeting and hope that the planned events will be enjoyable
for everyone. There are 93 full time members registered, 4 part time along
with others who signed up for individual activities.
-On June 1, 2005 the SED met briefly in Morehead City to go over plans for
the state meeting, 8 members were present. After the meeting Howard Scott
hosted asset training for all agents in the SED, June 1-3rd on Mount Olive
College property in Morehead City. Eight agents from the SED and one agent
from the NCD attended the training. The training sessions were taught by Shannon
McCollum, Howard Scott and Dr. Wanda Sykes.
Northwest - Judy West reported that Sarah Featherstone is pregnant. April Bowman transferred to Forsyth County.
South Central - Cathy Brown informed the Board that the SCD will host the State Meeting at the Pinehurst Hotel, August 16-18, 2006. Some of the cost for the meeting will be off-set by the SCD. Rooms will cost $55. Lynn Lambert in Harnett County had a baby.
Southwest - April Dillon announced that Chad Ray is the new agent in McDowell County. Officers and committee appointments for 2005-2006 for SW District:

West - Wallace Simmons reported that the West district met at Dale Safrits' house. The West district voted to donate $1000 to the Enrichment Fund. They had a Team Building retreat in March.

JCEP - Spring Williams shared that a CD focusing on talking with stakeholders
has been developed for each Extension Association.
PILD - A display was created about eXtension along with brochures.
Southern Regional Director Nominee - Carolyn Langley
NCAE4-HA Winter Professional Meeting - The NED will host in Greenville, NC.
New Business:
Peggie Lewis discussed concerns from Dale Safrit regarding the Annual Conference meeting date conflicting with the graduation of graduate students. The Board decided to leave the date as set.
Joyce Watts suggested that Dr. Stewart talk with someone at the Federal level regarding the last minute changes to be added to ES237.
Upcoming Events:
NAE4-HA Conference - October 30 -November 4, 2005, Seattle, Washington; North Carolina's delegation will go to the Space Needle for States Night Out on Wednesday. A costume party will be held on the 31st. The NC hospitality room will be sponsored by administration.
Federation:
December 9th is the date for the Federation meeting. Ten voting delegates are needed to attend the meeting. Dr. Ort and Dr. Zublena will meet with Federation in October to discuss concerns.
Peggie Lewis closed the Opening Board meeting with introductions of the membership.
With an approved motion, Peggie Lewis adjourned the Opening Board meeting.
