Board of Directors Meeting

The meeting was called to order by President Spring Williams at 10:00am.

Minutes for the closing winter board of directors meeting were submitted with corrections, motioned made by Wallace, second by Angela Shook.

Treasures report, made by Wallace Simmons.
Enrichment - Enrichment fund auction of $430 was deposited. A few checks have been written.
Operating Budget - Still have dues coming in slowly and some dues that we have not received. Did not know the number, but we will follow up with those who have not paid. There are 3 outstanding checks, however the account balances without them. We will need to check with Carolyn Langley about her check that we gave her that has not been cashed. Her check is over 6 months old, so typically they cannot be cashed. Spring will investigate.

Reports of Officers and Committees
Annual Conference: Crystal Smith
-Workshops: will be 55 minutes long some will run twice: (All participants will be able to go to 2 workshops.
-Association Awards (how to)
-Life after Retirement
-Professionalism and Possibilities by Ed Emory
-Diversity committee workshop will be offered
-New and Aspiring Association Officers - the Past President and President will coordinate this workshop
-All workshops presenters are not charging us for their fee
-The Guest Speaker for annual conference will be Yasmine (did not know last name), she will speak on working with the Hispanic Populations.
-Dr. Stewart would like to get the 4-H retirees involved. He will be hosting a reception for them on Thursday.
-Mitzi will relay information to Dr. Stewart.


Constitution, Policy and Legislative - Nelson McCaskill via Spring Williams
The following changes have been proposed by the Constitution, Policy, and Legislative Committee. Each amendment will be voted on separately by the membership at the 2007 Annual Conference. If approved by a two-thirds majority, each of the changes would take effect immediately per Board suggestion.
Amendment 1
Delete Article III, Section 3, of the Constitution referring to Honorary State membership.

"Section 3. Honorary State membership shall be extended to the State 4-H Leader. Other honorary memberships shall be extended as determined by majority vote of the membership in attendance at the annual conference. Nominations for honorary membership shall be made by the Recognition committee."

Rationale: Current and past State 4-H Leaders have consistently refused Honorary Membership and become regular members. No other Honorary Membership has ever been granted.

Amendment 2
Delete first sentence of Article III, Section 2b, of the Constitution referring to Life Membership.

"All Members upon retirement from Extension shall be granted Life Membership upon a one-time payment of double the annual dues."

Replace deleted sentence with:

"Life Membership shall be granted to all members after they retire from Extension upon a one time payment of double the annual dues."

Rationale: Clarify that payment should occur after retirement from Extension.

Amendment 3
Amend Article VII, Section 2, items 1 and 2 referring to the priority order for members to receive financial assistance to attend the national meeting.

Currently it reads:
"1. Persons to receive NAE4-HA 25 Year Distinguished Service Award, Achievement in Service Award, American Spirit Award and Meritorious Service Award.

2. Newly-elected President."

This would be deleted and replaced with:
"1. Current President
2. Persons to receive the NAE4-HA Twenty-five Years of Service Award, the NAE4-HA Meritorious Service Award (MSA), the NAE4-HA Distinguished Service Award (DSA) and the NAE4-HA Achievement in Service Award (ASA)."
Rationale: The President of NCAE4-HA has duties to perform during the annual meeting as President and should receive support in performance of these duties. As awards have been added at the national level, they have been added to the priority list. With more awards, the support may not be available to all winners and this change brings the priority for support for award winners in line with the wishes of the Board of Directors. In addition, the Recognition Committee will be asked to rank recipients within categories which have multiple winners to help the Board determine the list of Members to receive assistance.

Enrichment Fund - submitted by Natalie Rountree
The NCAE4-HA Enrichment Auction will be held Thursday, August 17th immediately following the Awards Banquet. Each district is asked to donate two quality items for the auction. Please email your district's items and the estimated value to Natalie Rountree and Angela Shaver by August 1, 2006.

Money raised from the Enrichment Auction is put in the Enrichment Account. Interest from the Enrichment Account provides National Conference Scholarships, Professional Development Scholarships, dues to Federation, PILD/JCEP, and pays for the keynote speaker at conference. Each person who buys an item will receive credit toward the established enrichment recognition levels. Recognition levels are: $100, $500, $1,000 and $2,000.

Angela has graciously volunteered to be in charge of the auction at the NCAE4-HA meeting. Natalie will be available to answer questions until the beginning of July. After then, please direct questions to Angela Shaver.

Membership - Rebecca Liverman
-Had a new member orientation that was successful Board.
-Rebecca requested $50 to cover the second orientation at Annual Conference. This $50 would cover the gifts for the new members. Rebecca will submit a written request.
-We have new membership guidelines
-Instituted the penalty for non-members at Winter Board, the District hosting any events should find out the member list to institute the penalty
-December 15 membership count: 150 Members total

-Reminded everyone there will be no share fair this year, however a powerpoint CD will be distributed with programming ideas. Every district will receive a CD.
-Send the powerpoints to your District Programs chair or the state chair.
-These powerpoints will also be put on the association website.

Public Relations & Information - Lori McBryde
-Suggested from the Constitution Committee that PR&I to have a calendar to put on the association website. This calendar will pertain only to association business.

-Final number of 71 award applications this year.

-Looked into PA Awards recommendation from previous years, to give money and let PA Association select award winners. Recommendation was lost between '01 and '02. Will be referred to next year's committee to inquire with the PA Association on their wishes.

-We sent out award letters this year. The committee believes it was a good move. Have had quite a few calls from members planning to bring guests, since they know they are winning, as well as a couple that are now planning to go to national that were not previously.

-The committee will be over budget because they had to order more plaques - 10 more than last year, since we dropped past president and rapport editor. The chair is looking for ways to reduce in line-items in their budget.

-The PA conference will be held in Nags Head in September. Janine will recruit someone to make the PA award presentations. We had recipients in all 3 categories.

Historian - Richard Freeman
-Nothing to report

Website Committee - Laurie Lewis
-Had discussion on things that we can and cannot do to the website.
-Items the committee looked at:
-Membership Database - The University would like us to pay for our spot. The Ag Association pays $50 a year to go outside of the University for a Domain. Spring will get information from the Ag Association. Currently we cannot update the database. The University wants to charge $250 a year to host our information on their server.
-Look of website - would like to make the site more user friendly.
-The committee would like more comments on the website from the membership.
-Carolyn is the only person currently who has access to the website. If we obtain our own Domain we could have a team who is in charge of the website
-NC State has not given us a deadline as to when we have to be off of their server, however they have locked us out to access to our database.
-Spring charged the committee to look at the options available to us on the website, they will present us with these options at the last meeting.
-President Williams thanked the committee.

District Reports:
South Central: Mitzi Stumpf-Downing
-Met this week, working hard on the annual conference.
-They believe they will be keeping the cost
-Annual Conference Registration: $115 early bird, $150 regular registration (This is tentative)
-Registration for Annual Conference should be up by the end of May.

North Central - Jennifer Brewer

-Shawn Higgins and Heather Tart are new agents
-Celebrated Teshina Bests new addition

West - Karee Mackey
-Nothing new to report
-West DAD will be at Brevard College

Northwest - Barb Dunn-Swanson via Peggy Lewis
-Winterboard - February 22-23, 2007 (will be in Winston Salem at the Brookstown Inn)
-Bedtime you will get milk and cookies and a snack before bedtime and wine and cheese in lobby.
-The theme for Winterboard: Totally Responsible 4-H
-Will have the official invitation at Annual Conference
-Hosted Discover & Explore Science & Technology workshop, which had 36 participants at BJP April 3-5, 2006.

Southwest District - Donna Mull
-Still looking for a location for Annual Conference 07

Northeast District - Laurie Lewis
-Met the first of April
-Had a surprise baby shower for Lee Scripture and Natalie Rountree

Southeast District - Patricia Cahoon
-Had a district retreat where they planed a District Science Camp using TRY-IT basics (YES) used a Science Curriculum from California Cooperative Extension ages 13 and up
-Pender County Agent is due in July
-Concerns from the Southeast District:
-Would like more professional development meetings at Annual Conference
-Would like committee meetings at Winter Board to be more productive, would like a workshop offered at Winter Board

Unfinished Business:
Federation:
-Has an updated website
-Federation Forum - December 8, 2006
-Natalie Rountree is representing our association as the Federation Treasurer

JCEP/PILD (Information from National 4-H Headquarters):
-PILD -Crystal - National 4-H Headquarters gave a lot of information, especially on how their staff and responsibilities. All the workshops were informational. There was discussion on the use of the 4-H Emblem. The tax exempt status usage was discussed. NC hosted a breakfast for our congressional leaders.
-JCEP-Spring-They presented our state report to this group. There are some issues about the use of the clover at JCEP and aligning with the NAE4-HA.

New Business:
National Conference:
-Dr. Stewart would like to have a hospitality night instead of an entire week. The Board would like to ask for a meeting room after the banquet.
-Kyleen will plan state night out.

-NC will be hosting the National Agricultural Extension meeting in 2008. Our association has been asked if their state association can come speak at our annual conference to make a plea to our membership during the meeting. They need people to help with youth programs and room monitors. Peggie made a motion to approve the NC Ag Agent Association come to our meeting, the motion was carried.

-Membership has requested $50 to help with new member orientation at Annual Conference. Membership will wait to hear from the treasurer and treasurer elect if we have money available. The motion was made to turn this request over to treasurer and if money was available to approve the request. The motion was carried.
