Spring Board Meeting

President Peggie Lewis welcomed the members and called the NCAE4-HA spring board meeting to order at 10:09 am. The minutes were reviewed and corrections noted. Nelson McCaskill made a motion to approve the minutes as corrected. The motion was seconded and the minutes were approved.

Natalie Rountree, treasurer, shared that the operating budget is taken from the regular interest checking account. As of April 13, 2005 balances in the following accounts consist of: $8, 571.13 - Regular Interest Checking
3, 771.29 - Enrichment Interest Checking
1, 026.53 - Money Market Shares
42.15 - Shares

Committee Reports: Peggie Lewis

Annual Conference - Erin Sill reported that the 2005 NCAE4-HA Annual Conference would be held at the Sheraton in Atlantic Beach, NC. Early to late registration will be charged according to the set deadlines Early Bird Registration $115.00 Due on or before July 7, Regular Registration $130.00 July 8 - August 8 and Onsite Registration: $175.00. All hotel rooms are ocean view for $89.00 per night double occupancy, additional adult $10.00 per night. Oceanfront rooms are available for $129.00 per night. These rates are good for Tuesday - Saturday nights.
Finance - Natalie Rountree reported that membership dues will be paid to the Federation for 2005.
Natalie explained an e-mail that she sent to the board on April 28th addressing a $500 overage paid to NCAE4-HA by the NC 4-H Development Fund. Nelson McCaskill motioned that the $500 in question be refunded to the NC 4-H Development Fund. The motion was approved.
Natalie shared that each district will be asked to give $1000 to the Enrichment Fund and the NC 4-H Development Fund will send a request letter to the districts.

A dues increase notification will be sent to the membership by web mail.

Membership - Danella Barco announced that new members' orientation would be held August 17. A Dutch lunch
will be provided along with an incentive gift. Expenses are expected to cost $100.

One new member has joined since Winter Board. Currently there are 146 state members and 142 national members.

Nominating - Nelson McCaskill told the board that Carolyn Langley agreed for her name to be submitted for Southern Regional Director. Otherwise, the nominating report remained as reported at Winter Board.

Professional Development - Louise Hinsley, no report.

Programs - Joyce Watts will send a bill to Natalie for the notebooks.

Public Relations - Travis Burke reviewed the possible activities for the State Meeting. Dr. Chester Black will be contacted after talking with Spring Williams about the Annual Conference plans.

Marketing materials are needed for National 4-H Week.

Fred Wagner and Dr. Chester Black were nominated for the National 4-H Hall of Fame but they were not selected.

Rapport - Bridget Kirk reported that all articles for the 2005 winter issue of Rapport were sent to Carolyn Langley and put on the web. Hard copies were mailed to state and national life members.

Rapport contributors for the winter issue were: Peggie Lewis, Nicole Mitchell, Julie Jones, Sara West, Angela Redinger, Brandi Wagner and Bridget Kirk.

Articles for the 2005 spring issue were due April 18th and will soon be on the web. The summer issue articles are due June 30th.

The Rapport committee submitted a recognition application for the 2005 NAE4-H A Communicator Award.

Recognition - Shannon McCollum shared that the Recognition committee proudly turned in a total of 23 awards for national competition and that they are waiting to hear the results.

Shannon recommends that next year they work on getting the application on line and require those applying for a national award to fill out the Membership Recognition form and the 20 word biography, 50 word narrative and a digital picture be submitted electronically to the state chair via a web page submission. Everything was due electronically except for the Communicator awards.

Invitations, plaques, etc. will be sent out and or ordered in the next month for the award winners. Shannon will need the list of plaques that have to be engraved by June 15th so that she can get it to the engraver before 4-H Congress.

Shannon will work with the Recognition committee to proof the program when it is ready.

Historian - Richard Freeman plans to visit the archives before Annual Conference and make a list of what is there.
Laurie Lewis found some additional financial records regarding those who have contributed to the Enrichment Fund as a member and corporately.
District Reports

North Central - Sandy Hall reported that the Country Club facilities were to be a donation for the 2005 Winter Board meeting so no expenses were incurred. Lunch cost approximately the same as it would have had plans not been altered. Tammy Boyd moved from Warren County to Craven. The spring meeting will be held May 19th.

Northeast - Ellen Owens noted that NED held its last meeting on March 24, 2005 in Pitt County. The main focus of the meeting was to plan Winter Board 2006. The dates for the 2006 Winter Board are January 19-20th. Lodging will be at the City Hotel and Bistro in Pitt County.

Dare County new 4-H Agent is Sandi Brickhouse Smith. Sandy Lowe is expecting her second child in July.

Northwest - Peggie Lewis reported that the NW spring meeting was held on March 11, 2005 in Greensboro. Robin Adams conducted a Media Training workshop.

A 4-H Professionals meeting was held on March 22nd in Davidson County. The meeting included 4-H Agents, Program Assistants and Associates. The focus of the meeting was to understand the needs of the 4-H Professional and what needed to be done to best fill those needs.

Fourteen 4-H Professionals in the NW district gathered in Forsyth County on April 26th to view the NC 4-H State Leader interview tapes.

The NW district is planning a Biotech camp for next summer.

Jackie Helton moved from Forsyth County to the NC 4-H Foundation in Raleigh and Morgan Crouse, 4-H Agent in Rockingham County will get married in June.

South Central - Shannon McCollum reported in the absence of Cathy Brown that the SCD has tentatively set the dates for the 2006 Annual Conference. The Pinehurst Hotel in Pinehurst has been contacted and may be the site chosen. The tentative dates are: August 16-18th, 2006.

Their spring meeting was centered on the 2006 state meeting and they viewed the tape regarding the candidates for the NC 4-H Program Leader.

Southeast - Erin Sill shared that the SED met on April 25th at the Lenoir County Office. A new member to the association was welcomed, Amanda Hatcher of Pender County. Tammy Boyd will transfer to Craven County and Meg Perdue will start in New Hanover County on May 16th. During their meeting they discussed plans for the upcoming Annual Conference in Atlantic Beach, NC. The registration and lodging cost was set as previously mentioned. Members can start making reservations now through July 17th. Registration includes Wednesday lunch, evening cruise with very heavy horsd'oeuveres, DJ, workshops, hospitality room, Thursdays' brunch and dinner and Fridays' breakfast in the hospitality suite. The meeting will begin with lunch at 12:30 pm on Wednesday, August 17th. Registration will be from 10:30 am - 12:30 pm. It will end on Friday morning after the closing business session.

The SED viewed the NC 4-H State Program Leader tapes. Howard Scott is planning Asset Building training on June 1 - 3rd in Morehead City.

Southwest - April Dillon reported that they met to review the NC 4-H State Program Leader tapes. The SW spring meeting will be held on May 27th in Cabarrus County. A session to discuss 4-H issues with the NC State Program Leader will be held this fall.

West - Wallace Simmon reported that Dr. Dale Safrit hosted their Agents' meeting during State Conference. A district planning session for a Agents' Retreat was held March 30th. The West viewed the NC 4-H State Program Leader tapes on April 25th.

Unfinished Business

Federation - Karen DeBord represented the Marketing Board at the Federation meeting held in April. Districts will meet in October with Dr. Ort and Dr. Zublena to discuss issues and questions.

JCEP - Spring Williams and Peggie Lewis attended the JCEP meeting in Nashville Tennessee, February 17-19th.

PILD - JCEP hosted PILD in Washington, DC in April 2005. Attendees met with legislators, congressmen and attended workshops.

New Business

Nelson McCaskill reported that Carolyn Langley has submitted her name for Southern Regional Director. Nominations for national offices are still open.
Persons' are needed to submit their name for Regional Committee Contact.

Robbie Furr requested that 4-H Program Assistants be allowed to join NCAE4-HA.

NCAE4-HA Winter Professional Meeting will be held in the NE at the City Bristro in Greenville, NC, January 19 - 20, 2006.

Federation Officer - Nelson McCaskill is seeking name suggestions for the position of Treasurer.

Mitch Owens suggested that NCAE4-HA use the ILMS System to register state meetings and workshops.
