The meeting was called to order by Peggie Lewis, president of NCAE4-HA. Peggie welcomed the board to Guildford County.
The August 20th minutes were reviewed. It was recommended that spelling errors and Natalie Rountree and Robbie Furr be added to the list of members attending the Federation Forum. With the corrections made, the minutes were approved.
Natalie Rountree presented the treasure report and informed the board that she received $500 from unclaimed property and the North Carolina Development Fund. A motion was made to accept the financial report. It was seconded and approved. Shannon McCollum submitted a bill to Natalie for the pottery shipped to Oklahoma City that was given to the award recipients.
Committee Reports: Peggie Lewis
Annual Conference - Spring Williams extended thanks and congratulations to the Northwest District for hosting the 2004 State Meeting in High Point. She informed the board that the evaluations were very positive and that the workshops and speakers received great feedback. She reminded everyone to come to the Winter Board meeting in Rocky Mount, NC; January 20-21. Spring encouraged the board to e-mail suggestions for Winter Board workshops to her or committee members.
Constitution - Howard Scott, not present, no report
Diversity - Stan Dixon, not present, no report
Finance - Natalie Rountree reported that April Dillon had a problem getting clover medallions and that she just received the bill. She questioned what budget the expense should come out of. Nelson McCaskill made a motion that the medallions expense be taken from the fund budget. The motion was seconded and approved.
Natalie Rountree asked where conference profits should go. She recommended that future conference profits be place in the money market account instead of the checking account.
Operating funds go into checking and restricted funds into the money market account., with the exception of the Diversity funds,
Nelson McCaskill motioned to amend the policy statement to move conference overage to the money market account and that it remain as a restricted line item. The motion was seconded and approved.
April Dillon stated that the Enrichment Fund will be tapped out at the end
of 2005 and that $1500 needed to be raised. Spring Williams suggested that the
finance committee review the needs of the Enrichment Fund at Winter Board.
Membership - Danelle Barco reported that the membership form is on line. The
membership committee is seeking to enroll 150 members for 2005. Danelle encouraged
members to respond to the survey from National.
Nominating - Nelson McCaskill and his committee will be looking for candidates for 2005-2006 offices. In addition the committee invites members to consider serving at the Regional and National level as committee contact, Regional Director or National officer candidate.
Professional Development - Louise Hinsley stated that all professional scholarship applications are on the web and they will be updated by December 1, 2004 with the committee chair return address and the return date of January 14, 2005.
The applications are for the NCAE4-HA National Conference Scholarship (2@ $250 or 1 @ $500), Chester D. Black Professional Improvement Scholarship (3 @ $250 each), and National Meeting Presenter Scholarship (up to $150 for supplies for the presentation). The total budget is $1400. All decisions will be made by the Professional Development committee at the Winter Board Meeting and announced at the closing business session.
Joyce Watts emphasized that NC needs to present at the National Meeting. In 2004, Harriett Edwards, Dale Safrit and Joyce Watts presented.
Programs - Joyce Watts reported that the programs committee decided at the state meeting that they would look into evaluation instruments for programs, especially instruments that could be used to answer evaluation questions that we enter into the ERS system and cover the 13 Long Range Focus Areas.
Public Relations - Travis Burke is looking for a speaker related to PRI. Also, he is open to ideas for the Share Fair and names of famous 4-Her's to go on the National 4-H data base.
Rapport - Bridget Kirk, At the State Meeting the rapport committee decided on 4 deadline dates for articles to be submitted for rapport: September 20, February 1, April 18 and July 11(if there is a 4th issue).
All articles for the first issue of rapport were sent to Carolyn Langley in October to be put on the web. A hard copy will be mailed to all retirees once the issue is on the web.
Recognition - Shannon McCollum stated that the application forms on the web are being updated and are due January 7, 2005 to state chair from the district chairs. Team awards must list all team members.
District Reports:
North Central: Tammy Boyd gave an update on the Winter Board plans.
Northeast: Announced that their fall meeting was held at the Eastern Center.
The 2006 Winter Board Meeting will be held in Pitt County.
Northwest: Peggie Lewis shared that the Northwest members met in Davison County.
Robbie Adams, Director of Communications at A&TSU will conduct the Spring Meeting program.
South Central: Harnett County hosted the fall meeting with 2 new agents attending.
Southeast: The 2005 State Meeting will be held August 17-19 at the Sheraton in Atlantic Beach. "Message in a Bottle: Discovering NCAE4-HA" is the theme. Erin Sill and Patricia Cahoon are chairs of the State Meeting. Lenoir County has a new 4-H Agent, Tara Taylor.
Southwest: The membership visited camp Anita-Alta and has 1 new member. They will have a Christmas gathering on December 10th.
West: No meeting due to the flood. The district needs school supplies.
Old Business:
Ten persons are needed to attend the Federation meeting on December 3. Spring
Williams declined, Robbie Furr will attend.
New Business:
Federation: Nelson McCaskill motioned that $50 be allotted for Federation. The motion was seconded and approved.
A discussion was held regarding Epsilon Sigma Phi's desire to become a member of Federation. Nelson McCaskill explained what ESP is and how a person can join.
A straw vote was conducted to reflect the desire for ESP to become a member of Federation. April Dillon motioned that the ten who attend the Federation Meeting vote according to the straw vote of the board; 8 for and 2 against. The motion was seconded and approved.
2004 NAE4-HA : Twenty-seven delegates attended the meeting in Oklahoma City. Danelle Barco provided a daily update of the National Meeting. She thanked the association for her scholarship.
4-H Hall of Fame: Travis Burke is working with Dr. Thearon McKinney to nominate a person for the 4-H Hall of Fame.
