NCAE4-HA Board Meeting

The meeting was called to order at 10:05 am, by Carolyn Langley.
Barbara Dunn Swanson was appointed temporary secretary. The minutes were read. Spelling corrections were made and minutes were then approved.
Committee Reports:
Annual Conference: Nelson McCaskill thanked the NE District for a good job planning the state meeting.
Constitution: Millie Bruton indicated a discussion would be held concerning scholarship recipients being required to attend the national meeting on a full time basis to be eligible to receive the scholarship.
Diversity: Ellen Owens will distribute and discuss the results of the diversity survey. She also indicated that Ms. Robin Roper will be presenting the Poverty Simulation workshop during our annual meeting.
Enrichment Fund: Special thanks to Richard Freeman and Crystal Smith for their work on the books and getting them computerized! Sharon Runion Rowland will be available during the Share Fair to discuss how contributions to the enrichment fund benefit all!
Finance: April Dillion indicated all reimbursement requests must be received by September 5. She also encouraged each committee to consider how much money they will need for next year and to submit those requests now, in preparation of the budget.
Nominating: Robbie Furr indicated a full slate of officers was prepared in the spring, however, circumstances have changed and the new slate is as follows:

Professional Development: Mary Arnaudin, thanked the committee for their hard work over e-mail and telephone to select award recipients. She reminded the board that there is $150 to be divided among individuals who are presenting a workshop at the national meeting. This money is to defray costs of doing a presentation.
PRI: Travis Burke indicated the Share Fair would be located on the 4th Floor of the hotel in the banquet room. The theme is TECHNOLOGY. Travis reminded the board that next year, the share fair will be coordinated by the Programs Committee Chair.
Membership: 133 total national members and 1 affiliate member. We have 19 life and 10 new members. We also have 15 new staff that are eligible to be recruited. The new member orientation will be held today during the first set of workshops.

Programs: Peggie Lewis gave credit to Neil Calahan for the power point presentations that are currently linked to the NCAE4-HA website. Thanks to Carolyn Langley for assisting with this procedure.
Rapport: Barb Dunn Swanson reported that three issues of Rapport have been linked to the NCAE4-HA website. She thanked the committee members for recruiting articles and information from each district.
Recognition: Tammy Kelly Elliot gave a brief update about the recognition that would be awarded Thursday evening.
District Reports:
West: Mary Arnaudin gave the board an update on Donna Murphy and her bout with lung cancer. She indicated the West held a meeting with Thearon McKinney and other state staff members. Topics discussed included: liability, evaluation, camping programs and overall direction of 4-H.
Northwest: Peggie Lewis reported that the district also held a meeting with Thearon McKinney and facilitated by Joye Hearn. During the meeting, committees were formed to assist in the development of a strategic plan, strengthen communication and
Peggie also indicated that the Greensboro Airport Marriott would be the location for next summer's annual meeting. Beth Thompson has been hired in Guilford County. Yadkin and Alleghany County agent positions are open.
Southwest: The district met April 5 in the Botanical Gardens. They elected new officers and recruited two new district members, Dr. Deborah Crandall and Harriett Edwards. The District will meet with the state office on September16. The district is looking to fill positions in Cabarrus, Cleveland, and Mecklenburg.
Southeast: The district invited "The Doctors" (agents in Davie, Randolph, Davidson and Rowan) to provide their workshop on the decision making matrix. The district lost an agent in Carteret and Craven County. The district will be having a meeting with the county directors and 4-H agents.
Northeast: Rebecca Liverman welcomed everyone to the state meeting. She indicated there was new 4-H agent in Dare County and that Danelle Barco would be moving to Camden County.
Northcentral: Warren and Granville County are both open. Lori McBryde will fill the position in Johnston County. Vance County will fill soon. Lou Woodard will be retiring soon.
Southcentral: Janine Rywak reported that the district met in May at Lake Tilley. There is an opening in Harnett and Bladen Counties. Anson County hired a 4-H Agent and Janine will be doing Family and Consumer Science duties.

Carolyn Langley asked that all final committee reports be e-mailed to her no later than September 5. All financial reimbursement requests need to be sent to April Dillon by September 5.

Carolyn reminded everyone that elections must be opened from the floor during the first business meeting.

Another item of business discussed was recognition. Do we give recognition to the agents who have left the organization? Or, do we go to the next candidate on the list. The recognition committee will discuss this issue.

Nelson commented that several are going to the Galaxy meeting in Salt Lake City, Utah. The meeting will be held September 20 -25. He indicated plans were to celebrate state's night out with ESP and FCS agents.

Nelson told the board about an increase in dues for the new 4-H year. To join all three associations, district, state and national will be $80.

Each district should collect dues by November 14 so that we meet the national deadline of December 15.

Joint Council of Extension Professionals meeting will be held in Atlanta the third weekend in February.

Public Issues Leadership Development meeting will be held the first week of May in Washington, D.C.

Nelson encouraged the board to look for candidates to fill leadership positions.

Federation Forum will be held on December 12, 2003 in Lee County. Issues that are likely to be discussed include: liability, administration, leadership, and communication. If you have other issues, send them to Carolyn Langley.

Winterboard will be held in Asheville.

Nelson McCaskill will contact the state office to suggest a member of the association serve on the search committee for a new state 4-H leader.
